KINGSPORT, Tenn. (WJHL) – Three people in Kingsport are now facing several charges including child neglect after a child was discovered inside of a shed.
According to court documents, police in Kingsport responded to a home on Riverside Avenue on April 5th for a welfare check after a child was seen defecating in the backyard of a home.
Once officers arrived, court documents show Travis Ketron admitted to ingesting methamphetamine.
Ketron and Antony Smith told police no children lived at the home.
Police identified the third person inside the home as Rachel Schank.
Schank later told police that she was watching the child for her father – not telling police how long the child had been staying with her or where she was sleeping.
Court documents show that Schank told police the home had no running water.
Officers then heard noises coming from the shed in the back – finding a 10-year-old inside with mattresses. Police said the child had no access to running water – only water in jugs.
Police said there was drug paraphernalia found inside the house as well as in the shed with the child.
Ketron, Antony and Schank are each facing multiple charges, including child neglect.
Meghan McNutt hasn’t lived on Riverside Avenue for long and told us it’s a quiet neighborhood, but that changed Friday.
“I seen a bunch of cops down there, and I was just shocked I couldn’t believe it,” McNutt said.
McNutt tells News Channel 11 that she’s related to suspect Antony Smith.
“I know him, he’s family. And that just doesn’t seem like something he would do,” McNutt said.
Other neighbors – saddened about what the investigators found.
“Makes me feel horrible as a parent you know kids should be nurtered and loved. And to have kids out in a shed is just horrible,” Matt Larkin said.
The Department of Children’s Services said Wednesday that they’re investigating this incident.
The Kingsport Police Department is not commenting on the case.
Officials with the Sullivan County Sheriff’s Office confirmed Travis Ketron and Rachel J. Schank are still in jail, each under a $30,000 bond. The Kingsport Jail said Smith is out on bond.
All three are expected in court later this month.
