TBI probes officer-involved shooting after fugitive hits police officer with stolen SUV

Ranger Rover was reported stolen in Johnson City

KINGSPORT, TN (WJHL) - Kingsport police revealed on Monday evening the name of the suspect who struck a police officer with a stolen SUV.  The suspect has been identified as 25-year-old Shannon Michael Carter, of Brasleton, GA. 
 
The SUV, a Range Rover, has been reported stolen in Johnson City.

The hit and run crash happened on Truxton Drive in Kingsport. The police department said several patrol officers were traveling towards a home in the Lynn Garden area of Kingsport to check for a white 2011 Ranger Rover. 

Police said when they were en route, they spotted the stolen vehicle leaving the area. And one of the police officers initiated a traffic stop on the SUV. Police said when one of the officers got out of his police car, Carter placed the SUV in reverse and drove the car towards the officer and struck him -- pinning him between the two vehicles. 

He then accelerated forward, nearly striking two other officers. As Carter attempted to flee, one of the officers fired a shot at the vehicle. No one was struck. Carter was later apprehended in Hawkins County after crashing the stolen vehicle

Police said the injured officer was taken to an area hospital for emergency treatment. 

Kingsport police report the police officer was conscious and alert and is in stable condition. 

KPD says the suspect is in custody after two crashes. Kingsport police say this is now a multi-jurisdictional/multi-agency investigation.  

The second crash happened near Volunteer High School prompting a lockdown. 

That lockdown has since been lifted. 

The driver went toward Carters Valley. A male driver and female passenger were spotted in the Range Rover, which crashed near the high school.

Kingsport police officers and Hawkins County Sheriff's deputies searched the vicinity around the high school.  

Carter is now behind bars at the Kingsport City Jail. He has been charged with  1) Possession of Stolen Property over $10,000, 2) Felony Evading Arrest, 3) Reckless Driving, 4) Alteration of a License Plate, 5) No Driver License, and 6) Fugitive from Justice. He remains confined pending arraignment. He was also wanted on 16 outstanding felony warrants out of Braselton, GA (Jackson County) to include offenses reportedly similar to the ones he committed in Kingsport. 

The TBI has also charged Carter with one count of Attempted Criminal Homicide and two counts of Aggravated Assault.  Carter is being held in the Kingsport City Jail without bond.

 KPD says there are also possible additional charges pending related to the theft of the SUV in Johnson City and his arrest in Hawkins County.

The investigation remains active and ongoing.
