JOHNSON CITY, TN (WJHL) - One person is dead and another is in the hospital after a shooting in downtown Johnson City. It happened around 3 a.m. Sunday morning outside of the Battery on State of Franklin Road.

According to Johnson City Police, two men were shot and taken to the hospital, investigators confirm one of those men, has died.  A news release sent out by investigators said bystanders detained a man they say was responsible for the shooting.

One man on scene told News Channel 11 he performed CPR on the one of the victims before paramedics arrived.

Ryan Warner said he and his friend left the Battery around 3 o'clock Sunday morning, "And we ere going to get on the highway when I heard 4 ot 5 shots ring out."

He said they turned around and went back to the scene.

"When we got to the red light, there were a lot of people running and there was still quite a few people here, when we came back in, I didn't really pay attention because they didn't matter as much as the men that were injured," Warner said.

He said he saw a man lying above the steps with a gunshot wound. Warner said he's a marine veteran who served a tour overseas, and combat instinct took over.

"It was back to training, and just to provide CPR as fast as possible and make sure that he was having blood flowing through his body, and to make sure he was still breathing," he said.

Warner said it was an all too familiar scene, "I had brothers that died in combat there, so anything I could do to help somebody, I was going to do it."

He performed CPR on the victim until first responders arrived on scene.

"I just hope he makes it, that's all that really matters," Warner said.

The Criminal Investigation Division is investigating the shooting. Detectives are interviewing witnesses and one person of interest.
