    A woman who owns several dogs and cats in Jonesborough faces multiple animal cruelty charges after an animal control officer says he found the animals living in deplorable conditions. Johnson City-Washington County Animal Control Officer Wayne Thomas caught it all on tape.

ELIZABETHTON, TN (WJHL) -

Johnathan Taylor, the suspect, has been charged with Vandalism under Domestic Violence.

He will be in court October 1.


PREVIOUS STORY

No one was hurt after a standoff with police Thursday morning in Carter County.

SWAT teams surrounded a building at the West Haven apartment complex off Milligan Highway. Elizabethton

Police Chief Greg Workman said a young man barricaded himself inside the apartment with an assault riffle.

Police were out there for more than two and a half hours, but the suspect came out unarmed.

"A lot of time it's a unknown situation you don't want to walk into a situation armed with a assault rifle the outcome is what we wanted nobody got hurt," said Workman.

The suspect is now heading to a local hospital and charges may be pending.

The Elizabethton Police Department tells News Channel 11 a standoff at the West Haven apartment complex off of Milligan Highway is over.

Police say someone had a gun in one of the apartments and wouldn't come out. Police tell us they felt the person was a threat to their own life and possibly other lives.

Officers have their guns drawn around the West Haven apartment complex off of Milligan Highway in Elizabethton.

News Channel 11's Lauren Haviland is on the scene right now and she says she sees the Elizabethton Police Department working on the situation.

It is unclear at this point why police officers have guns pointed toward the apartment complex.
