Tri-Cities plumber pleads not guilty in Unicoi Co. contractor, theft case

UNICOI COUNTY, TN (WJHL)- A Tri-Cities plumber pleaded not guilty to two felony charges related to his work as a plumber. Glenn Harris appeared in Unicoi County criminal court on Monday. He is charged with theft over $1,000 and misapplication of contract funds.

The charges stem from a case involving homeowner Faye Adkins. Earlier this year, Adkins told News Channel 11 she hired Harris in 2014 to complete several projects around her house. She said she paid Harris thousands of dollars up front, but he never finished some projects. Court documents show Adkins paid Harris $3,198 for construction work but he allegedly misused the money. A grand jury found enough evidence to charge Harris in the case in July and he was arrested in September.

Before court, Tennessee Constables served Harris with a civil summons out of Carter County. A court document shows an Elizabethton homeowner is suing Harris for nearly $8,000 for breach of contract, damages, costs, and attorney fees. The same homeowner filed a complaint against Harris with the Tennessee Board for Licensing Contractors in May. According to the complaint, the homeowner said he paid Harris $7,700 up front to remove a drain, install a shower, hardware, and floor tile. The homeowner claims Harris did not finish the job. A court date for the case is set for October 26.

News Channel 11 started investigating consumer allegations about Harris earlier this year. In April, Harris was arrested by the Sullivan County Sheriff's Office after a grand jury found enough evidence to charge him in another case involving homeowner Kim Taylor. In a state complaint, Taylor said she paid Harris $22,500 up front to build her a home, but claims Harris never finished the work. Harris is charged with misapplication of contract payments, violation of contractor license requirement, violation of professional license, and theft over $1,000 in Taylor's case.

Harris's next court date in Unicoi County is Jan. 13, 2017 at 9 a.m.
